A specific and simple use case under which I've been able to reproduce failures is:

Windows 10 VM running under Hyper-V
Two (virtual) NICs

- NIC#1: static IP address and static DNS server

- NIC#2: disabled

After the install, DNS lookups fail. The DNS server in NIC#1 has been removed, but not replaced with the expected 127.0.0.2. Just entering 127.0.0.2 does not fix the issue.
