Would be nice, but doesn't take that much time to do it once, after that you can Duplicate Policy and modify as needed.

Isaac: this is true; however, that advice only applies to those who have figured this out for themselves and/or those who have been told how to do this workaround.
"User education" is just not feasible for every person who is granted access to the DNSFilter platform, and having a "select all / de-select all" option should be standard ANYWHERE selection is made available.
